The Scholarship Program assists Palestinian students from the occupied Palestinian Territories in pursuing an undergraduate education in the West Bank or Jerusalem. If there is no local university that offers the desired course of study, scholarship recipients may receive aid in attending another university in the Middle East.

Candidates are chosen based on financial need and academic excellence. Assistance is either in the form of an interest-free loan, or, if the student's financial or physical circumstances warrant, in the form of a grant. As loans are repaid, the money is used to provide assistance to other students.

Financial support for students is extremely important, as the Palestinian economy has been devastated by the ongoing Israeli-Palestinian conflict.
